More About Some Charges

  • Electric. Includes your monthly service charge plus the kilowatt-hours (kWh) you used times the energy rate.
  • Water and sewer. Each has a monthly customer charge plus a charge for each 1,000 gallons. Sewer is billed on the gallons of water you use.
  • E-911 fee (911 Assessment). It funds the City’s share of 911 emergency operations through the Paris-Bourbon County E911 Board.
  • Electric surcharge. Utility Billing staff call it the meter fee.
  • Current rates. See Current Utility Rates on the Combined Utilities page.

Power Cost Adjustment

An increase or decrease based on what the City pays its wholesale energy provider. It lets the bill reflect changing fuel and power costs without changing the base rate often. The City does not make a profit from it.

Power Cost Adjustment: Common Questions

What is the Power Cost Adjustment?

It is an increase or decrease in electric costs to our customers, based on what the City pays its wholesale energy provider. It is a separate charge from the customer’s base rate.

What changes the Power Cost Adjustment?
  • The City of Paris monthly energy rate
  • The energy bill from the wholesale energy provider
  • Credits from any energy generated by the City of Paris Power Plant
  • Fuel purchased to generate energy at the City of Paris Power Plant
Where can I find the Power Cost Adjustment on my bill?

It is the Adjustment line, listed right below the Electric line. See line 5 in the bill example above.

Why is the Power Cost Adjustment necessary?

Fuel and power costs make up a large part of the cost of generating electricity, and these prices can change a lot over short periods of time. The adjustment lets the utility reflect those changes without frequently changing the monthly energy rates.

Does the City make a profit from the Power Cost Adjustment?

No. The Power Cost Adjustment only reflects the cost of fuel and purchased power. Locally owned municipal utilities are nonprofit organizations.
