Frequently Asked Questions

Answers below are from the City’s own property tax FAQ, supplied directly by the City Clerk’s office.

When are property tax bills issued?
Property tax bills are mailed each year no later than September 30th and are payable according to the following schedule: paid by November 30th – 2% discount; paid by December 30th – face value; paid on or after December 31st – 10% penalty; every month thereafter – 1% interest applied on the 15th of each month.
When are property tax bills due?
Mailed payments are accepted on the date received — postmark is not accepted. Due dates are set by statute; the City has no authority to negotiate deadlines or offer extensions. Bills not paid by December 30th become delinquent, with additional costs, fees, and interest added, and become subject to a lien on the property.
How do I pay a tax bill?
In person at City Hall. The Property Tax Office is on the first floor at 525 High Street, open 8:00 AM–4:30 PM. Cash, checks, or money orders are accepted.
How do I pay a tax bill by mail?
Send payments to: The City of Paris, ATTN: Tax & Licensing, 525 High Street, Paris, KY 40361. Enclose a check or money order payable to "The City of Paris" along with the remittance copy of your tax bill. If you can't enclose a bill copy, write the tax bill number and property address on your check or money order. Call the City Clerk's office at (859) 987-3653 or visit www.paris.ky.gov for this information.
Can I pay multiple bills with a single check?
Yes — enclose tax bill coupons for all bills being paid, or documentation clearly showing which bills are covered, and make sure the check total equals the full amount due. Checks for the wrong amount will be returned to the issuer.
Can I make partial payments on my property tax bill?
No. The City is unable to accept installment payments on any property tax bill — payment in full is required, and partial payments will be returned to the issuer.
What if my mortgage company is supposed to pay my tax bill?
If you receive a tax bill and believe your mortgage company should pay it, contact your lender immediately for instructions.
How do I obtain a receipt for my property taxes?
Paying in person gets you a receipt at the time of payment. For a payment made by mail, include a self-addressed stamped envelope and a receipt will be returned to you.
How do I change the name or address on my property tax bill?
The name and address on your bill come from the Property Valuation Administrator (PVA). If incorrect, contact the PVA at (859) 987-2152. After a recent sale, there may not have been time to update ownership before the bill was printed — the PVA can confirm whether updated information has been processed.
What time period is covered by a property tax bill?
A tax bill covers taxes due on a property from July 1st of the year it's issued through June 30th of the following year.
What if I have bought or sold the property for which I'm being billed?
Since the tax year runs July 1st–June 30th, one party typically owes the other a prorated amount unless closing falls exactly on July 1st. If sold before July 1st, the buyer usually pays the seller a prorated amount from closing through June 30th; if sold after, the seller usually pays the buyer a prorated amount from July 1st through closing — either way, the buyer is responsible for paying the bill in full. Proration is determined by the closing attorney or agent and reflected on the settlement statement (HUD-1); check that document or contact your closing agent if unsure. If you determine the other party is responsible, contact the PVA at (859) 987-2152. The City does not issue prorated bills or accept prorated payments.
What if I haven't received a tax bill?
If you haven't received your bill by the third week of October, contact the City Clerk at (859) 987-3653 for a duplicate, or print it from www.paris.ky.gov.
How is my tax bill calculated?
Your bill's face value is the assessed value of your property, less any exemptions, multiplied by the tax rate for your district or property type.
How is the taxable value of my property determined?
Assessed value is set by the PVA by statute, reflecting fair cash value as of January 1st of the current tax year. Contact the PVA at (859) 987-2152 with assessment questions.
What if my tax payment is returned for insufficient funds?
The bill is treated as unpaid, with any applicable penalties or loss of discount based on the repayment date, plus a $50.00 processing fee per returned check. Under KRS 514.040, a dishonored check for property taxes may also be a criminal offense.
How can I determine if there are any delinquent taxes for a property?
Contact the City Clerk at (859) 987-3653 or visit www.paris.ky.gov for delinquent tax inquiries, amounts due, or payment instructions.
How can I purchase delinquent tax liens or properties?
The City of Paris does not participate in delinquent tax lien sales.
What are homestead or disability exemptions?
These reduce the taxable value (and tax due) on a home you own and live in, if you're 65 or older or totally disabled. Exemptions reduce your bill but won't eliminate it entirely unless your home's assessed value is under the exemption amount. Contact the PVA at (859) 987-2152 for eligibility and how to apply.
