“SECONDS COUNT IN AN EMERGENCY”

 

          The City of Paris and Bourbon County Fiscal Court has recently upgraded its emergency notification system. Both the City and County are now using the CodeRED Emergency Notification System and it is an ultra high-speed telephone communication service for emergency notifications and the distribution of information considered to be important.

 

This system allows us to telephone all or targeted areas of the City of County in case of an emergency situation that requires immediate action, such as an evacuation, contaminated water, hazardous chemical spill, etc.  This system is capable of dialing the entire City or County within minutes.  It then delivers a pre-recorded message describing the situations to a live person or an answering machine in the affected area, possibly including instructions requiring immediate action on the part of the recipient.

 

While a calling data base was created by extracting information from the local telephone providers computerized files and other public record sources, it is certain that not all phone numbers of residents and residential and business property owners within our incorporated limits were captured.

            The Paris-Bourbon County E-911 Emergency Dispatch, also known as Central Communications has developed into a state of the art communications system directing emergency calls for the Fire and Police agencies in Paris and Bourbon County. It is a joint City and County venture that is board run. The equipment and process used today was put into place under the guidance of retired Supervisor Peter Clough, who spent thirty years with the Paris Police Department in Communications. Under his guidance and the leaderships of past Police Chiefs George Boling, Teddy Florence and Mike Kendall the Dispatch Center has grown from a small one radio operation into a Unix based, multi-computer system capable of electronically monitoring and tracking emergency response throughout the county. Dispatch is monitored 24/7 and is always available to handle emergency calls.

Computer controlled Enhanced 911, phone and radio, Link NCIC,

in-house CAD system and GIS mapping.

 

The City of Paris and County of Bourbon are in a joint venture to provide Enhanced 911 and Emergency Services Dispatching. The Paris Bourbon County E911 staffs 1 Communications Director 8 full time communications officers and 4 part time communications officers with a combined total of 110 years of experience and over 2,300 hours of training. 2 certified communications officer staffs the communications center 24 hours a day 7 days a week. For the year ending 2008 Paris Bourbon County E911 dispatched 31,395 calls for the Law Enforcement services and 4,325 calls for Fire and EMS service. The communications centered handled 94,860 that came in on 4 administration lines and 7,246 Enhanced 911 calls. During the ice storm of 2009 from January 28th through January 31st Central Communications handled 1,481 calls for service.

 

Full time Communications officers are: Shawn Jacobs, Eva Lanham, Mavis Fryman, Jeannette Benson,

Bill Deutsch, Linda Byrd, Travis Campbell, Taylor Douglas and Ernie Lucky.

 

Part Time Communications officers are: Terry Pollitt, Dee Gee Ison, Lisha Barnes and Savanna Pelfrey

 

Below are some reasons to call 911:

 

Do call to report a crime that is occurring or has already occurred.

Do call to report a fire of any kind.

Do call to report any type of injury to yourself or someone else that requires medical attention.

Do call to report any type of traffic accident.

Do call to report any other situation that poses an immediate threat to life or property.

 

Reasons NOT to call 911:

 

Don’t call for phone numbers.

Don’t call for the time of day.

Don’t call for the weather.

Don’t call and ask about school closings.

Don’t call to ask what time the fair, fireworks or ball games start.

Don’t call to ask when the power or cable will be back on.

Don’t call for non-emergencies.

Don’t call when teaching children how to use 911.

Don’t call to test to see if the phone works.

Don’t call for road conditions or closers, call 511 for these questions.

 

If your electrical service is with anyone other then the City of Paris,

you must call your service provider direct to report outages or reconnects

 

All calls are important to us, but think before you dial 911 and ask yourself if this is a true emergency.
